Bowmen and combat phase
When a bowman or other ranged weapon soldier is out of action points, and is then in base to base contact with, say, a swordsman, during the combat phase is the bowman fighting with a knife and a -1 hit modifier?

If he's only equipped with a knife for a melee weapon then yes he will receive the -1 to hit modifier regardless of action points used. If he's equipped with a different weapon such as an axe then he won't have any negative modifiers
